That's Not Funny!

Did you find the man's laugh funny or annoying?  If you lived next door to him, would you call the cops?  Should he have to pay a fine or serve jail time?  Why?  Do you have any annoying neighbors?  Are you an annoying neighbor?

His laugh is pretty annoying, it reminds me of a Disney characters laugh in one of their 80s movies. I wouldn't call the police on him, I'd just have to get used to it. If he serves jail time I'd be surprised. It's a laugh. All my neighbors are cows so...

I found the laugh funny. I would not call the cops on somebody laughing. He shouldn't have to do anything for laughing. I only have 1 neighbor and I don't think either of us are annoying.

That laugh is pretty funny, I mean come on he sounds like a witch. I don't think I would be annoyed by him at all, because I probably wouldn't hear him, due to my music playing all the time. He shouldn't have any jail time or fines, because it's his laugh! You can't change that! And I really don't have neighbors, because I live in the boonies.

That laugh is funny. He sounds like a hyena. Calling the cops is just overreacting. People really need to get over themselves. He shouldn't have to pay anything to go to jail. All of my neighbors are quiet so they aren't a problem.

The laugh is kind of funny, but I would most likely get annoyed after a time. If I lived next to him, I would most likely not call the cops. And personally, I believe he should not have to pay a fine or serve jail time. It's laughter. People are just being flipping stupid. I do have an annoying neighbor, who is annoyed by me because of our horses. However, her dogs barking at nothing when we're trying to go to sleep at 10 at night is annoying as all get out.

His laugh is pretty annoying but it isn't a reason to call the cops. He shouldn't have to serve jail time for something as harmless as a laugh. That would be crazy. My neighbors aren't close enough for them to be annoying. My family isn't annoying.

I love his laugh! I wouldn't call the cops on him, I would probably just laugh! I think it is cool to have a unique laugh! People always laugh at my laugh cause it's just funny. He shouldn't have to serve jail time! You really cannot help what laugh God gave you! I don't have any annoying neighbors. I don't think I am annoying at my dad's house but at my mom's I am probably because in the neighborhood the homes are a little close, but they've got used to it I hope.

His laugh is... unique. If I lived next door to him, I wouldn't call the cops. He shouldn't have to pay a jail fine. The neighbor is either overreacting, has anger issues, or both. I don't know who my neighbors are. We keep to ourselves.

His laugh is actually really funny. I could see why it would get annoying after awhile, but the poor man can't help the way he laughs. If I lived next door to him I wouldn't call the police, I would probably just laugh as well. He shouldn't have to pay a fine or spend time in jail because he can't help the way he laughs, he doesn't laugh that way on purpose. I definitely do have some annoying neighbors, even though I live literally in the middle of nowhere. I wouldn't consider myself an annoying neighbor, except on the nights I have bonfires at my house. My friends and I might be a little loud then, and that might be annoying to my neighbors. Even though we get loud, my neighbors have never threatened to call the cops on me and one of my other neighbors is a state trooper, so the neighbors in this video are just overreacting way too much.

His laugh is funny to me it actually makes me laugh. I probably would get annoyed after awhile. Calling the police is just doing the most like really who would do that pretty childish I think. I don't think he should pay a fee at all. He's totally opposite from my annoying and nosy neighbor. Now I should call the police on her.

This man's laugh is the epitome of annoying. I don't even understand how a man's vocal chords can sound like that. I also don't understand why this man still has his mother fighting his battles for him. Didn't they say he was years old? It might be time to put his big boy boxers on. From the evidence shown in the video, it seems like the man was deliberately laughing at the neighbor; therefore, he deserves a fine. Jail time might be a little overboard. I don't have any annoying neighbors. My neighbor on the left side is a crack head and she kind of keeps to herself... I wonder why. I don't have any other neighbors very close to me. That is one perk of living in the country!

At first, this laugh is hysterical. But it gets old the second time. I would not call the police on him. I find it absolutely ridiculous that he was said to be "disturbing the peace". He should not have to pay a fine or go to jail, no matter how low the fine or small the time. I do not have any annoying neighbors nor do I think that I am an annoying neighbor.

I found that the man's laugh was pretty funny but annoying after awhile. No, calling the cops because someone is laughing is just retarded. No, everyone laughs daily, so if we laugh does that mean we have to pay a fine? No, my neighbors are pretty cool were actually really close. No, I'm not an annoying neighbor.

I didn't think his laugh was annoying, I thought it pretty funny. If I lived next door to him, I doubt I would even care. I probably wouldnt even notice him. I don't think he should have to pay a fine or serve jail time for something so small. I have neighbors, but neither of them are annoying. I don't think my family is annoying.

Perhaps sound proof walls are in order, but having to pay a fine for laughing, that's crazy. If I lived next door to that sound I, most likely, would be annoyed by it, but before calling the cops, I would see if there was anything I could do to help the matter before getting someone in trouble like that. I think paying the fine would be better than the jail time, I'm sure the neighbors would rather him serve the jail time so that they wouldn't have to listen to it. I don't have annoying neighbors, mainly because...I don't have neighbors. One of my closest neighbors are the Cahalan's and they are almost a mile away. The only "disturbance" they have ever caused (which really was nothing)was when their dog came to our house. So, definitely nothing to call the police over, not at all.

He should not be charged a fine or jail time just because of his laughed.That is even crazy to hear that they would even want to do that to him because of his laugh.There are way more important crimes in this world other then trying to lock someone up for their laugh. I can't even believe that this was even on the news.

I think his laugh is pretty hilarious, but I could definitely see where that would get really annoying! If it got to a point where I was so annoyed I would probably call the cops, but I would warn him what I was doing before hand to give him the opportunity to stop. If he is disturbing the peace he should have to pay a small fine, no jail time. Jail time for that is really unnecessary especially since there are criminals and drug dealers on the streets right now that the cops need to be more focused on. I don't have annoying neighbors, they are really helpful whenever we need anything and I babysit their kids.

I found the man's laugh funny but a little annoying. There is no reason his neighbor should have called the police, that is just ridiculous. He should not have to serve jail time or pay a fine. I love my neighbors, they're great!

The man's laugh is really comical. After awhile, I can see how it could get old and annoying. I wouldn't call the cops because of a neighbor's laugh. Nobody should have to pay a fine or serve jail time because of a laugh. I love my neighbors, they are awesome!

That dudes laugh is annoying.There are other crimes in the world other then trying to arrest a guy cuz laugh. That`s different to see on the news.

I found it annoying but I find a lot of peoples laughs annoying. I wouldn't call the cops but I would address the issue with his mother or him. I don't think he should have to pay a fine or jail time. There are annoying people in the world and people just need to get over that fact. I do have annoying neighbors that think their backyard is a dump site. I also have another neighbor who i;m not sure who I am but every time they see someone at my house they call my ex boyfriends mom and tell her that her son is at my house, when half the time its girls. They have not done that in awhile though. I may be considered an annoying neighbor because my dogs are stupid and bark all the time at nothing.

His laugh is pretty annoying, but I wouldn't call the police over it. He definitely doesn't need to serve jail time. It's completely ridiculous. I have neighbors that are a little annoying, but not too bad. They don't live close enough that I would be able to hear them laugh.

I think his laugh is pretty annoying. However i wouldnt call the cops on him because he cant help how he laughs. I dont think he should have pay a fine or do jail time. I dont really have any annoying neighbors, and i hope im not an annoying neighbor, if so oh well.

I think the laugh was funny. If I lived next door to him, I wouldn't of called the cops. I wouldn't fine him or let him serve jail time because he is challenged. I don't have annoying neighbors. I'm not an annoying neighbor.

His laugh is funny to me. I wouldn't call the cops because it wouldn't bother me. He should mot have to serve or pay anything because it's childish. No I'm in the middle of no where. No I'm not.

This guy’s laugh is definitely unique; it is both funny at first and annoying after then. From what I understand he was deliberately watching him and started laughing at him not just "in his home laughing," they make it sound like he was in his home laughing at the TV or something, but he said he was watching him get out of his car and was laughing at him. I think there is more to the story and it's obviously not the first time because they said he has had two tickets which include disturbing the peace. Even though he has neurological damage his mother should have taken action the first time the cops warned them to prevent him from going near the window or should do some research on how to help his damage and look into getting soundproof walls on that side of the house. Most of this could have been prevented if the mother would have taken action from incident one and he wouldn't be dealing with court cases, fines, and possibly jail time. I think jail time is a little much but they both should pay for part of the fines for disturbing the peace and not taking action. We love our neighbors they are definitely not annoying we constantly go back and forth borrowing and returning things when we need them. We both are probably annoying because my jack russell tends to bark at everything he sees and DJ, their dog, barks just because he wants to.
